As of year-end 2025, 40 states, three territories, and the District of Columbia allow the use of cannabis products for medical use, and 24 states, three territories, and the District of Columbia allow or regulate non-medical, adult use of cannabis. Eight states also allow the use of “low THC, high cannabidiol” products for select medical reasons or as a legal defense.
